Working paper on smart cities

The document analyses the process of urban digitisation and the phenomenon of “smart cities” through three stages: data collection, data analysis and decision-making. It discusses the potential benefits, but focuses primarily on the risks to privacy, data protection and individual rights. It also presents a set of principles and recommendations for city authorities, regulators and private sector partners to ensure accountability, data minimisation, purpose limitation, integrity, confidentiality and respect for citizens' rights.
